About J. French Hill's congressional trading
Representative J. French Hill closed out 2025 by selling, not buying. His most recent disclosure, filed on January 23, 2026, records four transactions dated December 31, 2025, all attributed to himself and all sales: Pfizer, SFL Corporation, Kyndryl Holdings and Solventum. That capped a year in which he reported 19 transactions in total, only four of them purchases against 15 sales, a composition that stands in sharp contrast to his disclosed activity in 2023 (11 purchases versus four sales) and especially 2016, when all 22 reported transactions were purchases and none were sales.
Hill, a Republican representing Arkansas's 2nd District, has disclosed 67 transactions dating back to a sale on December 23, 2015, through the December 31, 2025 sales. Most of that activity, 51 of the 67 transactions, is attributed to Hill himself. Twelve are attributed to his spouse and four to a dependent child; none are recorded as joint or unattributed. The spousal and dependent-child transactions cluster on specific dates, most notably November 30, 2020, and in the large mid-2025 filing described below, so the record includes activity attributed to family members as well as Hill.
A Concentrated Pivot in Mid-2025
The bulk of 2025's selling did not trickle in steadily. Fourteen of the year's 19 transactions were disclosed together for a June 23, 2025 transaction date, and ten of those fourteen were sales. Sales that day included Lazard, Regions Financial, Fortrea Holdings (spouse), Blackstone, Intel, Simmons First National, AT&T (spouse), Vitesse Energy, Spectrum Brands and Wells Fargo. The same filing also recorded four purchases: Loews Corporation, White Mountains Insurance Group, and two separate Markel Group purchases, one under Hill's own name and one attributed to his spouse. Official financial disclosure filing
That single-day mix, heavy selling paired with continued buying in insurance-adjacent names, is consistent with a pattern that shows up earlier in the record too. A filing submitted on December 13, 2023, disclosed nine purchases dated November 22, including three separate PotlatchDeltic purchases and a Markel Group purchase, alongside sales of Altria and Philip Morris. Official financial disclosure filing Markel Group is among the most frequently disclosed individual-company names in Hill's record, appearing in three separate transactions between November 2023 and June 2025, all purchases and none sales.
Earlier disclosures show a different shape entirely. In 2016, transactions attributed to Hill, his spouse and a dependent child included 22 purchases and zero sales across several filings that year. The activity included dividend and sector ETFs such as First Trust Morningstar ETF (FDL, four purchases), Vanguard High Dividend Yield ETF (VYM, four purchases) and First Trust VL Dividend (FVD, two purchases that year and another in 2020), along with single purchases of individual names including Cisco Systems and Emerson Electric attributed to his spouse, and a dependent-child account purchase of Alphabet Inc. Class A shares. Two U.S. Treasury bill purchases dated February 14 and February 23, 2023, plus a government-security sale recorded as “ADFA UA JONESBORO” on December 1, 2022, round out the fixed-income side of the record. Financials Dominate, While 25 Transactions Carry No Sector Tag
Where sector data is available, Financials is by far the most represented category, accounting for 17 of the 67 disclosed transactions. That total spans insurance and asset-management names such as Markel, Loews, White Mountains, Blackstone, Lazard and Charles Schwab, plus bank and consumer-finance names including Regions Financial, Simmons First National, Wells Fargo and Synchrony Financial. Health Care, Energy, Information Technology and Communication Services each account for four transactions apiece, spanning names like Pfizer, CVS Health, Fortrea and Solventum in health care; SFL Corporation, Exxon Mobil and Vitesse Energy in energy; Intel and Kyndryl in technology; and AT&T and Warner Bros Discovery in communications. Consumer Staples and Real Estate each show three transactions, the latter entirely composed of the three PotlatchDeltic purchases.
A separate 25 transactions carry no sector classification in the record. These are concentrated in ETF and fund activity, including FDL, VYM and FVD transactions recorded in 2016 and another FVD purchase in 2020, along with a handful of individual tickers, such as Atlas Air Worldwide (AAWW), Bonanza Creek Energy (BCEI) and Southwestern Energy (SWN), for which company-level detail was not captured in the disclosure data.
Pfizer, the subject of Hill's most recent disclosed sale, develops, manufactures and sells biopharmaceutical products, including cardiovascular and immunology treatments, vaccines and oncology therapies. SFL Corporation operates across maritime shipping and offshore industries, including oil transportation, dry bulk shipments, container transportation and drilling rigs. Kyndryl provides technology and IT infrastructure services, including cloud, enterprise, data, security and network services. Solventum develops health-care products and services through its Medsurg, Dental Solutions and Health Information Systems segments. All four were the subject of sales dated December 31, 2025.
On Quantellect's scoring framework, Hill's disclosed activity currently carries a score of 30, placing him in the "mixed" tier with a limited coverage classification and a rank of 54th in a 76-member scoring cohort. Of those scored members, 73 are sitting members. That cohort represents a minority of Congress: of 537 sitting members as of August 21, 2026, 276 have disclosed no trades at all in the tracked period, meaning Hill's decade-plus disclosure history, however its balance between buying and selling has shifted over time, places him among the smaller group of members with any disclosed trading activity to evaluate.
