What does "highest conviction" mean here?
It flags stocks that were bought by at least two of the three cohorts in the current window, ranked by a normalized within-cohort disclosure score rather than by raw dollars. It is a cross-cohort disclosure measure, not a recommendation to buy or sell.
How fresh is each cohort?
13F fund holdings are quarterly and lag the quarter-end by several weeks; insider Form 4 and Congress disclosures are roughly daily over a trailing 90-day window. Each section is labeled with its own as-of date so the differing freshness is explicit.
Are Congress trade amounts exact?
No. Congress members disclose a dollar RANGE, not an exact amount. Dollar figures for Congress are estimated as the midpoint of the disclosed range, and the original range is preserved in the recent-trades table.
