About Judy Chu's congressional trading
Judy Chu's disclosure record traces a trading history that runs in two distinct chapters. From July 2015 through 2019, the California Democrat's record contains a dense stream of transactions, including 290 in 2016 alone and 92 in 2018. Since 2020, that activity has all but stopped, with no more than two disclosed transactions in any year and the most recent pair, a purchase and sale, occurring on August 19, 2025. Across the full record, Quantellect's database counts 580 disclosed transactions dating back to July 9, 2015, split almost evenly between 282 purchases and 298 sales, with the most recent filing covering activity through August 2025.
The overwhelming majority of that activity, 546 of the 580 transactions, is attributed to Chu personally. The remaining 34 are attributed to her spouse. Seven spouse-attributed transactions involve Apollo Medical Holdings or its successor, Astrana Health, between August 2019 and August 2025, a recurring thread worth examining on its own.
A dense options-trading period, then a long pause
A notable cluster of Chu's self-attributed activity consists of short-dated options trades with transaction dates from January through May 2019, mostly tied to the iShares 20+ Year Treasury Bond ETF (TLT). The individual records for this period show a rapid sequence of small purchases and offsetting sales, mostly in the $1,001 to $15,000 range, disclosed in batches from February through June 2019. Two aggregated ticker labels in the data, "PUT" and "CALL," capture 92 and 60 transaction rows respectively; their latest recorded transaction dates are October 24 and December 28, 2017. The labels reflect generic options activity rather than named equity securities. FXE appears twice, most recently in 2015, while SPX also appears twice, most recently in 2016.
That pattern ended abruptly. After 2019's 75 transactions, disclosed activity fell to a single transaction in 2020, one in 2022, two in 2024 and two in 2025. The options-trading period that defined the first four years of the record has not repeated since.
Spouse-attributed activity in Astrana Health
The clearest recurring theme in the later, quieter period is a name that has appeared under two identities. Chu's spouse is disclosed as the buyer in three Apollo Medical Holdings (ticker AMEH) purchases in 2019, on August 19, September 12 and December 4, each in the $15,001 to $50,000 range. A fourth spouse-attributed purchase on January 10, 2024, was in the $100,001 to $250,000 range and was paired with a same-day sale in the identical range. Apollo Medical Holdings changed its name to Astrana Health, Inc. in February 2024. The latest transactions in Chu's record occurred on August 19, 2025: a spouse-attributed purchase and sale of Astrana Health (ASTH), both in the $100,001 to $250,000 range, disclosed together on August 30, 2025.
Astrana Health is a healthcare management company operating through Care Partners, Care Delivery and Care Enablement segments, coordinating care for patients covered by Medicare, Medicaid and private insurance, along with a physician network of primary care doctors, specialists and hospitalists. It was founded in 1992, is headquartered in Alhambra, California, and was formerly known as Apollo Medical Holdings before its February 2024 name change.
Another recurring name is Allstate Corporation, which appears three times in the transaction-frequency data. The later record includes two self-attributed sales: a partial sale on December 23, 2020, and a further sale on January 26, 2022, both in the $15,001 to $50,000 range. Allstate underwrites auto, homeowners and commercial insurance through the Allstate, National General, Direct Auto and Answer Financial brands, and also runs a protection-services and telematics business alongside its core insurance operations.
Sector tagging across the full transaction history is sparse: 572 of the 580 disclosed transactions carry no sector classification in the record. Of the transactions that are classified, four fall under Financials, the three Allstate transactions and one Morgan Stanley transaction, two under Health Care, and one each under Industrials and Information Technology, the latter a single 2018 sale of International Business Machines.
Chu does not currently carry a published Quantellect Score because no score row exists for her at the most recent published scoring date. Quantellect's database separately measures 537 sitting members of Congress, of whom 276 have zero disclosed trades, including 237 of 437 House members. As of August 21, 2026, 73 of the 537 sitting members carry a published score.
Disclosure and methodology notes
Trading disclosures referenced here are drawn from Periodic Transaction Reports filed under the Stop Trading on Congressional Knowledge Act of 2012, which requires covered officials to report qualifying securities transactions no later than 30 days after receiving notice and, in all cases, no later than 45 days after the transaction. Filing procedures follow the House Committee on Ethics financial disclosure instruction guide. Disclosed amounts are reported in ranges set by law, not exact dollar figures, and activity attributed to a spouse should not be described as a personal decision by the member. Source filings for the transactions discussed above are available from the Clerk of the House, including the August 30, 2025 filing, the January 21, 2024 filing, the January 29, 2022 filing and the December 30, 2020 filing. This profile reflects disclosed transaction activity only and is not a complete accounting of any individual's overall finances.
