Michael R. Turner's congressional trading disclosures run from March 23, 2016, to June 7, 2017, and every one of the 26 transactions in that window is attributed to his spouse rather than to Turner personally. That distinction matters for how the record should be read: this is not a case study in a lawmaker's own stock-picking, but a snapshot of investment activity flowing through a spousal account, most of it in municipal bonds rather than equities.

The most striking feature of the record is how lopsided it is between the two years covered. In 2016, the spouse's account recorded 20 transactions, and every single one was a purchase. Several of the underlying filing records explicitly describe the purchases as new entries within a "Spouse Muni account," each disclosed in the $1,001 to $15,000 range. The pattern is one of steady, repeated small allocations rather than a single large purchase, consistent with a diversified fixed-income account being built out security by security over the spring and summer of 2016, as reflected in the August 2016 disclosure filing.

That accumulation phase gave way to a different kind of activity in 2017. Between March and June of that year, the account disclosed sales of two municipal bonds, an Ohio State Common Schools bond and an Ohio Capital Facilities Lease Appropriations bond, alongside continued smaller purchases such as a Virginia College Building Authority education facilities bond and a California general obligation bond. Those transactions are documented across filings submitted in March, March and July of 2017. All of it, again, is attributed to the spouse.

The Cheniere Energy sales stand apart

Sitting outside the municipal bond activity entirely are two disclosed sales of Cheniere Energy (LNG), the only equity security to appear anywhere in the record and the most frequently disclosed security overall, with two transactions, both sales, the most recent dated March 9, 2017. Both sales were disclosed in the $500,001 to $1,000,000 range, dated March 3 and March 9, 2017, making them by a wide margin the largest-dollar transactions of the entire disclosure history. Cheniere Energy is an energy infrastructure company built around the liquefied natural gas business in the United States. It owns and operates the Sabine Pass LNG terminal in Louisiana and the Corpus Christi LNG terminal in Texas, along with the pipeline networks that feed both, and it also runs an LNG and natural gas marketing operation. It is classified in the packet under the Energy sector and the Oil, Gas & Consumable Fuels industry. Outside of these two LNG sales, the sector field is not populated for the remaining 24 transactions, which are almost entirely fixed-income municipal instruments rather than corporate equities.

Because every transaction in this record carries a spouse attribution, none of it should be read as Turner's own discretionary trading decisions. The account activity nonetheless offers a coherent picture: a fixed-income-heavy sequence of municipal bond purchases through 2016, a concentrated and sizable pair of energy-sector equity sales in the spring of 2017, and later sales of two smaller municipal bonds through mid-2017. The disclosure history in the database ends with a purchase dated June 7, 2017, and no transactions after that date appear in the record.
