About Rick W. Allen's congressional trading

Rick W. Allen Financial Disclosure Profile | Quantellect Rick W. Allen Financial Disclosure Profile

The most striking fact in Rick W. Allen's disclosure record is not what was bought or sold, but who reported it. Of the 310 transaction rows filed under the Georgia Republican's name since February 2017, 227 carry the attribution code SP, meaning the trade belongs to his spouse. Another 83 are coded SELF. There are no joint, dependent-child, or unattributed rows at all. That split matters for anyone reading these filings as a signal: most of the activity here is spousal, and the record does not support treating those rows as the congressman's own investment decisions.

The second pattern is just as clean once you separate the two attribution buckets. The SELF-coded activity in recent filings is almost entirely US Treasury paper. Treasury notes and bills appear again and again under his own name, at the largest disclosed ranges in the file. A US Treasury Note 4% due 5/31/30 was purchased on 2026-05-19 in the $100,001 to $250,000 band and disclosed on 2026-06-16. A 3.5% note due 01/31/28 was bought on 2026-01-26 in the same band. A 4% note due 7/31/29 was purchased on 2026-02-18 at $50,001 to $100,000. Go back further and the largest single ranges in the entire packet are two Treasury bill purchases dated 2024-06-25, each disclosed at $250,001 to $500,000, both coded SELF. The equity names, by contrast, are overwhelmingly spousal.

A steady cadence, not a burst

Activity peaked in 2021 at 60 disclosed transactions, followed by 48 in 2020 and 46 in 2019. Since then the pace has settled into a narrow band: 37 in 2022, then 22 in each of 2023 and 2024, 26 in 2025, and 25 recorded so far in 2026. Purchases have outnumbered sales across the full history, 173 to 137, with no transactions falling outside those two categories. The earliest disclosed transaction dates to 2017-02-03 and the most recent to 2026-07-14.

The single most frequently disclosed security in the file is SouthState Corporation, the financials name, with 27 transaction rows. Every one of the 27 is a sale, and the last of them is dated 2023-03-27. Nothing in the record shows a purchase of SSB. That one-directional pattern is unusual against the rest of the file, where names tend to appear on both sides of the ledger: Walt Disney Company shows 12 rows split six purchases and six sales, Starbucks Corporation ten rows split five and five, and Accenture plc nine rows split four purchases and five sales. Beacon Financial Corporation is another sale-only name, with four sale rows and a last transaction date of 2019-06-19.

By sector, Financials leads the classified activity with 54 transaction rows, ahead of Industrials at 34, Health Care at 30, Information Technology at 24, then Communication Services and Consumer Discretionary at 21 each, Consumer Staples at 18, Materials at 14, Utilities at 12, Energy at 4, and Real Estate at 1. The largest single bucket, however, is "Unknown" at 77 rows, which is where the Treasury securities and other uncategorized instruments land. Read alongside the SELF-coded government paper, that bucket is a meaningful share of the file, not a rounding error.

What the newest filings show

The most recent disclosure, filed 2026-08-18 and covering transactions dated 2026-07-14, includes two semiconductor purchases alongside a health-care sale. Advanced Micro Devices and Broadcom were both purchased at $1,001 to $15,000, and Abbott Laboratories was sold at $15,001 to $50,000. All three rows are coded SP. AMD designs CPUs, GPUs, and AI accelerators across data center, client and gaming, and embedded segments. Broadcom pairs semiconductor networking and connectivity silicon with a large infrastructure-software franchise that now includes VMware. Abbott spans diagnostics, medical devices, nutrition, and established pharmaceuticals.

That chip tilt is not isolated. Taiwan Semiconductor Manufacturing, the contract foundry that fabricates for much of the industry, was purchased twice in 2026 under spousal attribution: on 2026-02-19 and again on 2026-05-08, each at $1,001 to $15,000. American Express was bought the same May day at the same range.

Intuit logged four spousal sales dated 2026-02-18, 2026-02-19, 2026-04-16, and 2026-06-10 following a purchase on 2025-06-20. Intuit runs QuickBooks, TurboTax, Credit Karma, and Mailchimp, and carries eight transaction rows in total across the file, three purchases against five sales. The 2026-04-16 activity was a broad clearing day: Procter & Gamble, Abbott, S&P Global, and Intuit equity sales alongside two Treasury note sales at $100,001 to $250,000, all coded SP. The day before, on 2026-04-15, Ameriprise Financial was sold at $50,001 to $100,000.

Several names appear on both sides within short windows, but the disclosures do not identify who directed those trades or why. S&P Global was purchased 2026-01-14 at $15,001 to $50,000 and sold three months later at the same range. Charles Schwab was bought 2023-12-14, sold 2024-09-12, and bought again 2025-07-10. Accenture was sold in August 2025, September 2025, and May 2026. American Water Works and Paychex were both sold on 2026-01-14.

The 2025 entries fill in the rest of the picture: Netflix bought in May and sold in December, Thermo Fisher Scientific sold twice in April and May, Atmos Energy bought in August, Church & Dwight sold in October, and Ferguson Enterprises bought in December, all spousal. Alongside them is a series of SELF-coded Treasury transactions, with bill and note purchases logged in January, May, July, August, October, and November of 2025.

Quantellect's score for Rick W. Allen stands at 5 as of 2026-08-23, a weak tier reading under formula version politician_bw_score.v5, ranking 74th of the 77 sitting members currently carrying a score. Context is worth keeping in view: of 537 sitting members measured on that date, 276 have no disclosed trades at all, so a member with a decade-long transaction record is already in a minority of all sitting members.

Disclosure timing is its own data point here. Across recent filings, the lag between transaction date and disclosure date typically runs several weeks: the 2026-07-14 trades surfaced 2026-08-18, the 2026-06-10 sale surfaced 2026-07-15, and the 2026-04-15 and 2026-04-16 activity surfaced 2026-06-05. Periodic transaction reports are filed under the framework established by the Stop Trading on Congressional Knowledge Act of 2012, and the reporting mechanics, including amount bands and attribution codes, are set out in the House Committee on Ethics financial disclosure instruction guide. Every figure above is a disclosed range, not an exact dollar amount, and the underlying documents are public: the most recent filing is available here, with earlier reports including the April 2026 activity and the April 2025 activity.

Disclosure and methodology notes

This profile is built from disclosed transaction reports only. Quantellect does not have position-level records for this subject, so nothing here should be read as a statement of what Rick W. Allen or his household currently owns. The securities named are those that appear in transaction filings, ranked by how often they appear, which is a measure of activity and not of size or ownership.

Attribution codes are reproduced as filed. SP indicates a spouse, SELF indicates the filer. A transaction disclosed under a member's name may have been executed by a spouse, an adviser, a trustee, or a managed account, and the filings do not identify who directed any individual trade. Amounts are the disclosed ranges required by House rules, not exact values. Sector and industry classifications come from Quantellect's own reference data.

Nothing in this profile is investment advice, a recommendation, or a claim about the merits of any security. It is a factual summary of public disclosures as recorded in Quantellect's database as of 2026-08-23.
